I bought a used TD .049 on eBay last week and got it thoroughly cleaned up. It looks to me that the port in the crank slightly off TDC. I'm assuming it's timed. Is the crank rotation CCW when looking at the front?

Yes, it's timed, and it will only run in one direction. Most are CCW viewed from the front, but Cox did make some that turned the other way. If it's flooded you may see it turn backwards, but only slowly.
