Why, it is an .09! It was the Medallion prop washer that tipped me off.

I'm pretty sure, but still could be wrong...the needle valve style being the stemmed kind and the size of the pressure take off nipple looks right for an .09.
The venturi proportion also doesnt look like a .15 to me.
