Some decades ago this Fiat, and its Yugoslavian remake Zastava, and the best of class Austrian Steyr Puch were quite often seen in Europe.
One also appeared in the film titled Rum Diary made based on the novel of gonzo journalist Hunter S. Thompson..

i like engine bays with lots of room to work! If you're not in a hurry 0 to 60 in five minutes is not a problem. I had a Puch Maxi 49cc two-speed moped. Had to peddle it up hill, but downhill and on flats it was a nice little scooter!

Neckar new one on me so I went to Wiki:
NSU-Fiat was a German automobile manufacturer which produced Fiat vehicles under license at a plant acquired from NSU in Heilbronn from 1929 to 1957.
Still, not much about it anywhere. I owned two Fiats, a four door and and sport coupe. Loved the coupe, more than satisfied with the four door.

neckar nsu
and
nekar fiat
this car is made with both tags
but mine is the fiat one
even more fun the jagst 2 and jagst 770 are the same
my car says 2 but the RDW (DMV) sais its the 770
also the rotary is official registered to the car
I didnt have to do that but I found it funny to do

Back in the early 1970's, Hawaii received Fiat imports. One was the Fiat 850, which was same body style as yours but with a slightly upsized engine. Then manufacturers were scrambling to meet the new US EPA emissions requirements with bolt on smog pump, air injection at the exhaust manifold, lean carb tuning and retarded ignition timing.
Those Fiats didn't do to well in Hawaii, because of their tendency to overheat in our year round warmer weather, especially summer. They'd probably did better in cooler climates.
My father in 1972, opted instead for an unsold 1970 Mazda 1200 sedan with automatic Borg-Warner transmission, even had a chrome medallion on the rear pointing that out. (Then, most of the imports from Japan were manual transmission.) It ran fine as a commuter, but its acceleration was on the slow side, buzzed at 65 MPH (107 km/h, the fastest speed on the short H-1 freeway).

the original engine was a 670cc engine (dont know the exact number)
with around 28 HP
the rotary is a 300cc 15HP
the new engine is a little slower
and has a max of 95km/h
the original engine could get up to 110km/h
and thanks for the info on the hawaii fiats
