Why isn't it called an intake, it honestly is an intake. Just like what's on any engine from small to large.

Your right, worse yet it is used to mount a venturi and not a carb.

Since it directs flow from the Venturi to the engine wouldn't it be a manifold?

"Manifold" means Many Fold. So you'd have to have more than one pipe into the engine for that term to be correct. Intake body might be more appropriate... but I'm ticking idea this off as irrelevant, and calling it by its widely accepted name.
