Ian,
I'm guessing you may have the wrong box. The TV version has an intake throttle.
I believe the "flap" on the end of the muffler is to allow exhaust priming.
I have a .29-IV CL (not BB). It came with two heads and three square intakes...but no muffler.
Enyas are excellent engines.

It may be the wrong box or someone added TV to it.
But George, how did you know I had a box for it?

Elementary my dear Ian, you announced the engine as a "TV", which it clearly isn't. The only thing that would make you call it a "TV" is if it was written on either the box or any instructions you may have.
To expand the answer to Eric's question about the muffler flap, it is indeed intended to be for priming, but it also allows the operator to leave it open for a little more performance if noise is not a problem at their particular location.
