if your not pressurizing a tank do want to plug this or leave it open the vent that is, does it matter

Is the plastic drilled? Is the case drilled?
If "no" to one or both of these questions, then the engine is not setup with case pressure.
If the answer is "yes" to both, and you do not plug it off or take it to a pressure tank you have a significant case pressure leak and the engine will run poorly, if at all.

Yes, that is a case pressure tap for the fuel system. If it is left open the engine won't run. Sorry for not mentioning that arrangement.
The medallion has a nipple in the plastic, but it might not be drilled, and the case might not be drilled. They were not drilled from the factory. Drop a pin in the nipple and see how deep it goes. If it only goes to the surface of the rest of the plastic, the plastic isn't drilled. If it drops in deep, rotate the crank slowly and the pin should drop all the way in if the case is drilled.

If the case underneath the plastic carb body is drilled, remove the crankshaft, clean the hole thoroughly with acetone, and plug it with JB Weld. Same for the backplate unless there is a nipple with a barb that a cap will fit tightly.
If you want to use pressure, the backplate is the best way to go.
