Bump the nitro content of the fuel that you use.

You can always step-down the nitro once you get the engine running. Too much nitro can destoroy an engine if you overdo it. For Cox engines SIG 35% nitro makes them "happy" but I use 25% consistantly to achieve good performance without straining the engine.

This may not apply to other makes of engines but it most often gets a Cox running provided it is in otherwise good condition.
