In my experience Super Tigres are among the best engines around. In my younger days they were way out of my price range when new, and hardly ever came up secondhand because people kept them! They were always considered contest engines, power and reliabilty were second to none.
How much are they worth? that depends on too many variables to give an answer, looking at the condition of the engine in the photo, it looks very good indeed. Whether you should buy it? Well, if you consider the asking price is reasonable, and you want the engine, buy it!

Those are both good motors.I love those Tigre .15's ,they have a sound all their own .Buy them!

Super Tigre's are very good engines. I would not buy current china engines but older engines were great. I have two Sig Magnum's with ST V .60 in the nose UC stunter. My current project is Top Flight Orion and will have another ST V .60 RC engine. Orion is earlt RC Pattern ship from 60's.

It depends on what use you have for it. If you are into racing it should serve you well. It is NOT a stunt engine. I have a "G".15 but mine came with a spinner. Remember you may not be able to find parts for it except perhaps the bearings.
The .23 on the left is a revered engine. I THINK it is a 1971 version. I believe in the USA it was sold only in RC version with front sleeve and rear ball bearing. I have a couple of those...excellent runners.
