Looks like a Testors "Fast Ones" Vega Nitro Nightmare. I'm not sure of the year, probably mid 70s. I don't know a whole lot about the non-Cox stuff though.

Note the engine heat-sink. It's a large metal disc attached under the cylinder head. Simple idea!

Here's another one at auction. I also found evidence of them being on esty and worthpoint, so they must be reasonably common.

Your car is called the Nitro Nightmare and is a tether car. I had one in the late 70's.
