It is a reduction gear so that you can use a larger prop (on an airplane).

Gearboxes on model engines are always a bit weird to me, I once saw a C/L model of the British Fairey Gannet powered by a .61 engine, and it had genuine contra-rotating props on the same shaft, driven through gears. Unfortunately I never saw it fly, because I would LOVE to have know how you flick the prop to start it, with another prop, going the other way, just behind it! (This was way back before electric starters)

That could well be it, although I can't get your pics to open full screen to read them properly. I seem to recall now that it did have 2 engines, but it's a LONG time ago, and the memory ain't what it was!
