I assume a welder was used to double-up the pin section, and a drill press for getting all the holes parallel?

Thanks Jim. Your spot on, I had a 20min window today, and used it to fire the welder up (Lincoln 180, mig). Wire feed was sticking on me though, not my finest but functional I'm a bit rusty been over a decade since I welded a "chump car" roll cage or really used the thing. Drill press is an amazing add to the home tool set, cheepy "king" branded one. I have some old craftsmen drills, they chewed through this mild steel fast.
My little helper / youngest had fun drilling the holes with my help.
