Definitely for a Baby Spitfire. They were radial mount only, so to accommodate the rear tank they had a stand-off mount. I think it was to suit a specific plane that was supplied with that engine.
My Baby Spitfire was apparently from an early version of the Wen Mac Aeromite and was mounted with a single nut on an extended tank retaining stud. Others just has a screw the same as you see on a Wen Mac or OK Cub tank.

Looks like a good engine for an Ebenezer, Joe Wagner Dakota or Sterling S-17 Hornet. Now I understand the construction, allows one to use the back mount 3 cc? tank. It also makes one appreciate the old technology and how the self contained Cox .020 Pee Wee was revolutionary for its time.
